not clear exactly what you want, but it appears to be:
switch triggers a 555 timer for X seconds ("build up the charge"). 555 is configured as a one-shot of X seconds.
Output from timer connects a capacitor to a voltage through a resistor. Cap charges up. And end of pulse, voltage is disconnected from voltage, but charge remains on cap.
Back edge of pulse from first 555 starts a second 555 also configured as a one-shot, for Y seconds ("release it"). This pulse connects the cap to the rest of the circuit ("release it into the circuit").
