Would this deter gasoline thieves?

When gas was $4.00 a gallon there were people that were drilling into gas tanks to steal gas. I was wondering if I took a sheet of 3/16" titanium and punched mounting holes in it on a punchpress and bent it on a press brake to fit under the tank and had it heat treated to harden it if it would be hard enough to deter someone from drilling into it. I know tempered steel is a lot harder than titanium but its also heavier and harder to work with and would have to be painted. I work in a really bad part of town I went to my car to check my e-mail during lunch and somone was trying to steal a wheel with a cresent wrench. I am afraid that just raw titanium would be way too soft because its not much harder to drill into than 2024 aluminum.
